Carlsbad Unified families and staff, As we plan for how best to meet the needs of our students in the upcoming school year, we’d like to get some initial input from parents and families. There is a link to a survey in the email I sent to all families today ; this is just the first of several opportunities you will have to provide feedback to guide our planning. We are planning for a return to school for students on Tuesday, August 25th. Our priority is to ensure that our students and staff members can confidently return to a safe and healthy environment that is conducive to learning and work. Therefore, we are developing a variety of possible models of learning which are meant to be flexible, adaptable, and adhere to health standards and physical distancing protocols, as required at the time. We are meeting with our standing consultation groups starting this week to get additional feedback (including our four Superintendent’s Advisory Committees - one each for parents, teachers and certificated staff, classified staff, and students - as well as our district and site administrators). These committees will help us as we develop a variety of options for next year. At this point, we have no idea what restrictions and/or required protocols will be in place in August 2020. As a reminder, local school boards and superintendents do not currently have the authority to reopen schools. We are required to follow all public health directives issued by the County of San Diego Department of Health and Human Services and its public health officer. in effect today; you’ll see that it continues “until further notice” and stipulates that “all public or private schools, colleges, and universities shall not hold classes or other school activities where students gather on the school campus.” Until this portion of the health order is modified, we do not have the latitude to reopen school. To be clear, we have not yet made any decisions about what next year will look like. While it is possible that the public health official may require certain safety protocols like physical distancing at lunchtime and recess, it is equally possible that those restrictions will be lifted by the time school starts in the fall. We just don’t know. We are very hopeful that we’ll be able to offer a variety of options for families, including a return to traditional classroom instruction with few or no restrictions; a fully online or virtual model; and a hybrid model combining both in-person and online components. If we can offer a traditional in-person model without restrictions (for families who chose that), we will. If we can complement that with an online and/or hybrid model (for families who chose that), we will. Please know that an online or hybrid model will look different than the emergency type of program we are currently experiencing, with things like regular defined schedules, regular feedback, graded work, additional face-to-face interaction, etc. Of course, our models will ultimately be designed and guided in alignment with future state and fiscal mandates, and in consultation with the San Diego County Office of Education and our teachers, principals, special education department, and other staff. We know that families want to know as soon as possible what next year will look like; we hope to share more detailed information by mid June. In the coming weeks we’ll provide additional opportunities to provide more detailed input on what teaching and learning can look like next year in Carlsbad. In order to inform our current initial planning, please take a moment to complete the survey emailed to parents today . We’d appreciate your feedback by the end of the day on Sunday, May 24. As we move into the final stretch of the school year, I see many bright spots and positive stories coming out of this extraordinary time. I continue to be impressed with the cooperative spirit our community demonstrates for our students. Sincerely, Dr. Ben Churchill Superintendent

Carlsbad Unified families and staff, Last night, our Board of Trustees conducted their regular meeting via teleconference. A link to the recording and supporting documents can be found below. The Board provided direction in several important areas: The Board directed staff to follow the guidelines in the (effective May 10, 2020 and until further notice) for the remaining four weeks of the current school year. The Board supported staff’s recommendation to continue with Remote Online Learning through June 11, 2020. All district facilities are now considered closed for cleaning, maintenance, and preparation for the new school year. . The Board supported staff’s recommendation to move the date of high school graduation to July 23, in the hopes that the San Diego County public health order will allow some version of an in-person graduation on that date. . The Board supported staff’s recommendation to develop a flexible continuum of learning models for the fall, dependent on local and state public health orders. This flexible continuum might include multiple options and choices for families such as a traditional model of in-class instruction (if public health orders allow); a physically distanced and/or blended model of some in-class instruction and some online instruction; and a virtual model with learning in a 100% online format. In the coming weeks we will share more information about this with you, and will provide formal opportunities for public input and feedback. Stay tuned for more information. All of our previous communications can be found on our website at . A link to Board meeting recordings, and copies of each of the presentations and approved resolutions, can be found on the Board webpage at . Sincerely, Dr. Ben Churchill Superintendent

Carlsbad Unified families and staff, At the May 13, 2020 meeting of the Board of Trustees, it was determined that all Carlsbad Unified School District high school graduation ceremonies would be postponed to July 23. Our hearts go out to the seniors and their families who have been forced to miss out on so many important rites of passage due to the COVID-19 pandemic. When we surveyed 12th grade students and parents, it was clear that the most popular option would be an in-person event. The feedback was overwhelmingly in favor of postponing the ceremony to later in the summer in order to increase the chances of being allowed by public health officials to participate in some version of an in-person graduation. In addition to the July 23 ceremony, we also would like to recognize the accomplishments of the class of 2020 with a video presentation on June 11 (the original date of our commencement ceremonies). While we don’t yet know if colleges and universities will be welcoming students back to campus in the fall, we chose the July 23 date as the latest date that would still allow college-going students to participate before freshmen orientation activities in advance of the fall semester. Our high school principals will provide more specific information to you in the coming weeks. In the meantime, please mark your calendars for July 23! I am very hopeful that we will be able to recognize our graduates in a meaningful way, in person, depending on the public health order in effect on that date. We all want the absolute best for our graduates; thank you to the parents and family members who have helped support them over the past 13 years of their education. The graduation ceremony is as much for you as it is for the graduates. While this is not the end of the year we expected for our seniors, these experiences have the potential to help them to be more resilient, more flexible, and ultimately more successful in their future endeavors. I can’t wait to see where they will go and what they will achieve in the future. Sincerely, Dr. Ben Churchill Superintendent

Carlsbad Unified families and staff, At the May 13, 2020 meeting of the Board of Trustees, our Board directed staff to follow the guidelines in the current (effective May 10, 2020 and until further notice) for the remaining four weeks of the current school year. As such, we will continue Remote Online Learning through June 11, 2020. Students will not return to campus for in-person instruction in the current school year. As of today, all district facilities will be considered closed for the remainder of the school year; this allows our district staff to prioritize cleaning, maintenance, and facilities preparation to be ready for a safe reopening in the fall. It also gives us the opportunity to get a jump start on facilities modernization projects, funded by our 2018 Measure HH bond, at Hope Elementary, Kelly Elementary, Magnolia Elementary, and Carlsbad High School. In the coming weeks, we will provide more detailed information to families about timelines and processes for returning equipment, textbooks, and other materials to school, and for picking up personal items left at school before the COVID-19 closures. Please look for communication from your principal next week on these items. Because we hope student learning will continue over the summer, we are currently only planning to collect Chromebooks from 12th graders and students who do not plan to return in the fall. Between now and the end of the current year, our Instructional Services Department will be working with teachers to identify optional summer learning activities to keep students engaged and prepared for the new year. We’ll provide more information as soon as possible. I realize that some of you will be greatly disappointed to know that students are not able to return to school this year; others of you will be relieved to know that a final decision has been made. I have great sympathy for every one of our 11,500+ Carlsbad Unified students and their families. As I help support my own daughters through the drastic changes COVID-19 has required, I know first-hand that this school year is not ending in a way anyone could have predicted even 10 weeks ago. I hope you are staying healthy and safe at home. Take care of yourselves and your loved ones. We are all in this together. Sincerely, Dr. Ben Churchill Superintendent

Carlsbad Unified families and staff, I hope you and your loved ones are healthy and safe as our school facility closures due to COVID-19 continue. Our teachers and staff continue to work hard to ensure continuity of learning during these unusual times, and we all appreciate the role that parents and family members play as educational partners. As we learn more about the governor’s current plan for reopening some low-risk workplaces, it is important to note that schools will not be included in the current phase of reopening, per our county public health official. We continue to monitor state and local public health directives, receive guidance from the San Diego County Office of Education, and coordinate with local school districts as we consider next steps regarding this year and next year. Dr. Wilma Wooten, the County Public Health Officer, has informed us that when public health restrictions loosen, they will do so gradually and will not be lifted in such a way that will allow for the scope and scale of a return to regular classroom instruction as we knew it prior to COVID-19 school facility closures. Safety protocols will be required and will need to be firmly in place, gatherings will be limited in size, physical distancing will need to be planned for, and schedules will need to be adjusted in order to provide a safe, well-organized return to school for our students and staff members. Our district leadership team will provide a report to our Board of Trustees on Wednesday, May 13 at 6:00 pm. Topics will include: Update on implementation of our plan Update on our Board-adopted Campus security and facility use Finishing the current school year Device, textbook, and equipment collection in the current year Planning for year-end ceremonies, such as graduation Planning for summer school Planning for opening schools in the fall Our meeting will be hosted virtually and will be viewable on YouTube. We’ve with links to the agenda and viewing options. We’ve also updated our process for Public Comment, . For the sake of all members of our community, I hope everyone is adhering to the current public health order. I know that, on our last day of in-person instruction eight weeks ago, no one imagined where we’d be today. Let’s make the best of our next five weeks together. Stay safe out there - physically, mentally, and emotionally. If needed, . As always, all of our previous communications can be found on our website at . Sincerely, Dr. Ben Churchill Superintendent
