During his daily press conference yesterday, Governor Newsom provided information about California’s plan to reopen the economy in four stages. He also made a few comments about the possibility of schools starting early this summer, possibly as soon as July or August. While things change rapidly, at this time we are not discussing starting the school year early in Carlsbad Unified. Our current areas of focus and planning include (but are not limited to): Implementing our approved grading policies and continuing Remote Online Learning in the current school year; Determining alternative plans for graduation and other year-end activities; Initial planning for a variety of scenarios for reopening school when our new school year begins on August 25 ( ); and Waiting for information from the San Diego public health official about extension of the current stay-at-home and school closure order. (If there is a possibility of safely returning to campus in a modified and/or physically- distanced manner this year, we’ll let you know; we currently do not have any indication this will be possible.) As far as wecan tell, everyone was surprised yesterday by the governor’s comments. In an email sent to superintendents following the press conference, State Superintendent Tony Thurmond said “We all heard for the first time today the idea of schools reopening as early as July or August.” He indicated there were “major questions” about topics like ensuring the health and safety of teachers, staff and students. He went on to say “Clearly, for now, we still have more questions than answers.” San Diego County Superintendent Paul Gothold emailed superintendents and said “There was no mention of funding or logistics of making such a shift, or any acknowledgement of previously agreed upon calendars. We are seeking clarity on the governor’s plans and will share additional details as soon as they are available.” We want to encourage students and families to make the most of Remote Online Learning; while we all agree that this is not an ideal situation, we're hopeful that students will keep up with their assigned work in order to be prepared for their next grade level next year. As we shared last week, our Board of Trustees has adopted a temporary grading policy during school facility closures due to COVID-19. Here is a . The policy includes the following: For grades TK through 5: elementary school end-of-year report cards will only reflect comments and feedback from teachers. No grades will be reported. For grades 6 through 8: middle school end-of-year report cards will reflect “credit” or “no credit.” No letter grades will be reported for semester 2. For grades 9 through 12: students will be able to choose one of the following for the current term: receive “credit” or “no credit” for all courses (with no impact to GPA) - t his will be the default selection for high school students ; OR receive a traditional letter grade for all courses (with GPA weight) - students will need to submit a request for this option . Families with high school students should be on the lookout for an email from their school with specific information about the process for students to choose traditional grading for their classes. Students will need to follow the directions and timelines shared by their high school in order to select traditional grading. Because each of our high schools operate on distinct grading calendars, each school will have slightly different timelines for grading. Sage Creek runs on a trimester system; Carlsbad High and Carlsbad Seaside Academy run on a semester system; and Carlsbad Village Academy runs on a quarter system. Last night, our Board of Trustees held their regular monthly meeting via teleconference in order to follow California’s current physical distancing guidelines. Three agenda items dealt specifically with emergency school closures due to COVID-19; we’ve provided information about each item below. Item 8.1: Update on Actions Taken in Response to COVID-19 School Facility Closures We provided an overview of actions taken after the decision to close school facilities on March 13, 2020; . Slides four through seven review the road to reopening schools. Based on the information we have at the current moment, it will be safe for schools to return to normal operations when all the following have occurred: The California stay-at-home order has been lifted by the governor; The San Diego County stay-at-home and school closure orders have been lifted by the public health officer of San Diego County; The directive on physical distancing has been removed; and The limits on group gatherings have been lifted. The current public health order requiring the closure of school expires on April 30; the public health officer said recently to expect updated guidance on or around May 1. The San Diego County Office of Education has provided a guidance document to school districts (the document is linked within the slide deck above). The document advises that: Conditions are not likely to improve quickly enough to allow schools to resume operations during the 2019-20 school year. It is unlikely that traditional graduation ceremonies and promotion assemblies will be allowed by public health officials this summer. The Board of Trustees asked that staff develop alternative plans for graduation ceremonies. Our high school principals are working on that now, and we will share their recommendations with the Board of Trustees at our May 13, 2020 meeting. Item 8.2: Grading Policies and Procedures During Remote Online Learning As we last night, our Board of Trustees voted to approve the following temporary grading policy during school facility closures due to COVID-19: For grades TK through 5: elementary school end-of-year report cards will only reflect comments and feedback from teachers. Item 8.3: Emergency Resolution on Graduation / PromotionRequirements The Board of Trustees voted to approve to provide “maximum flexibility to respond to the emergency conditions for students, including but not limited to, modifying graduation and promotional requirements for individual students on a case by case basis.” Approval of this resolution gives the Superintendent or designee the ability to review each student individually and determine whether or not, due to extenuating circumstances during the COVID-19 school facility closures, it would be in the best interest of a student to waive a particular graduation requirement. This allows our District to maintain the same high standards for graduation while temporarily allowing flexibility for individual students based on a case-by-case basis. Thank you!
